[1]- First of all open a new document of any size

here I have used
document size 420x420 pixel

96 resolution , RGBcolor mode

[2]- Create a new Layer from the layer window

and fill with any
nice color after that go to

Filter menu>Noise>Add Noise.

[3]- Apply the Radial Blur Filter>Blur>Radial Blur

use the setting below

[4]- Now Create a new Layer2 and create a new shape

with Rectangular
marquee tool. As shown below

[5]- now go to Select menu>Modify>Border =width30 pixel

[6]- Select the Rectangular marquee tool and Right

click now
apply the 'Stroke'=width 1pixel

red color now click ok

[7]- Your image should look like this

[8]- Type any Words with the help of the TEXT tool

[9]- Go to Layer > Type>Wrap text

and use the following
setting

[10]- Now right click on Text layer and

click on the Rasterize
Layer

[11]-Press the Ctrl+J and now Press the

Ctrl+T and round it. As shown below

[12]- Use the above same setting

[13]- Now Press the Ctrl+E to merge all layers and

Press the
Ctrl+J to make Copy to the Text layer

[14]- Select the Text layer and apply the Radial blur

go to
Filter>Blur>Radial Blur and

use the following settings

[15]- Now select the Copy of the Text layer

and apply the Radial
Blur and

use the Following settings

[16]- Now your image has been completed.
