[1]- First Take a new document size 400x400 pixel and choose 96 resolution, RGB color mode, White Background

[2]- Create a new shape help by the 

Rectangular marquee tool.

 from the Layer palette

the Edit the Gradient as shown below

[6]- Fill the color with

 Linear Gradient tool

[7]- Now create a new circle help

by the Elliptical marquee
tool

[8]- Fill the color #CEB490 help by the 

Alt+Backspace now press
the Ctrl+D

[9]- Now right click on this layer1

and select the Duplicate
Layer

[10]- Create a new shape with Marquee tool

 and press the "Delete"
key on your key board

 now press the Ctrl+D to deselect

[11]- Now press the Ctrl+Click 

on Duplicate layer1 and fill

after that create a new line

Duplicate current frame

[38]- Now click on eye to Layer5,6,7,8

 and repeate as above

 will be look like this
